The PEI Public Service Commission aims to encourage the development of an innovative, diverse and inclusive workforce. Providing HR excellence and demonstrating public service values, the HR Manager reports to the Director of Human Resource Management and Labour Relations, Public Service Commission, and is assigned to the Department of Education, Early Learning and Culture.

As a member of the Department Management Team and the senior position in the Department for all HR functions, this position provides leadership and strategic advice to the Deputy Minister, Management, and Departmental staff in all aspects of HR management including: labour relations, recruitment and selection, position classification, payroll, training and development, performance management, maintenance and processing of personnel records, occupational health and safety, harassment and conflict of interest matters, succession planning, policy development; as well as contract negotiations and related activities with the School Boards. This individual will provide proactive coaching, consultation and direction on HR matters and facilitate activities that will challenge organizational leaders to identify future trends and needs. This position will also carry out corporate assignments as directed by the Public Service Commission.

Duties will include:

-establishing, implementing and maintaining HR management processes for the Department of Education,Early Learning and Culture, including succession planning, organizational development, performance development, training and continuing education and personnel administration.

-collaborating with internal and external stakeholders on labour relations matters and in the development of provincial HR policies related to recruitment and retention, workforce development issues and HR planning.

-participating, as part of the Departmental Management Team, in the development, review and approval of organization policies and procedures related to HR development.

– providing support and advice to Managers, Directors and the Deputy Minister in measuring results in terms of staff performance, staff morale and engagement, and in evaluating programs and initiatives related to HR development.

-managing the recruitment of staff to ensure that qualified staff are hired to meet departmental needs.

– ensuring effective and consistent administration and interpretation of collective agreements, related legislation, and other policies governing the terms and conditions of employment.

-participating in negotiations on behalf of the employer for various collective agreements in the education sector and consulting with PSC and contracted LR service providers on day to day matters.

-directing and supervising the HR Section in accordance with the organization’s strategic plans.

-assisting Departmental staff in the clarification and resolution of HR issues. Serving as a mediator and consultant to managers and line staff.

– providing departmental leaders with advice and consultation on labour relations matters; other related duties as required.

Minimum Qualifications:

-A university degree in a related field with training/course work in HR Management.

-Extensive experience in a variety of areas of the HR management field, such as organizational development, labour relations, HR policy development, position classification, recruitment and retention and progressive leadership experience; OR considerable supervisory/management experience including experience in a variety of areas of the HR management field.

-Experience with public sector HR policies and related legislation is an asset.

-Demonstrated equivalencies will be considered.

– Excellent facilitation, team-building, and conflict management and time management skills.

-Strong interpersonal and collaborative skills, as well as oral and written communication skills.

-Knowledge of current HR issues within the education sector.

-Must be proficient in various software applications (Excel, PeopleSoft, Word, GroupWise, etc.)

Other Qualifications:

-A certificate in Human Resource Management or a CPHR designation is an asset.

-Knowledge of the School Act, Teachers Superannuation Act, CUPE and PEITF Collective Agreements and relevant Ministerial Directives would be an asset.

– Additional relevant education and experience will be considered an asset.

Salary Range: $34.28-$42.85 per hour /$66,844-$83,554 per year (Level 20 Excluded)

Bi-Weekly Hours: 75.0 hours bi-weekly
